Now it is more a question of "what can I get away with" coupled with a willingness to constantly attempt to find new and inventive "intepretations" of how the rules can be applied.<BR/><BR/>This is nothing new. In the City the ability to operate flexibly on the "my word is my bond" principles and an understanding of the "spirit" underlying regulations has been steadily replaced by the legalistic approach which constantly seeks to find and exploit loopholes and weaknesses in the wordings of regulations in order to get around them. The end result can be seen in the Northern Rock fiasco and its' obscure realtionship with artificial "off balance sheet" transactions such as the "Granite" financing arrangements. Some people think this is clever but the ultimate victims, shareholders, borrowers, employees, and taxpayers will now with the benefit of hindsight no doubt feel otherwise.<BR/><BR/>In the case of MP's and their expenses claims this "culture" of deceit may well be a form of "steath salaries" condoned by the Government as a way of keeping MP's "sweet". However people should not lose sight of the fact that the money MP's may have filched comes from the pockets of taxpayers and taxpayers are entitled to demand that expenditure of their money should be rigerously audited and justified.<BR/><BR/>There should be no amnesties, conversion of expenses into salary increases, (no doubt with corresponding additional pension contributions etc.) Instead past claims should be independantly examined and if they are considered to have fallen outside the "spirit" of the rules then immediate repayment should be demanded. Furthermore where payment claims are based upon the use of false information or other irregularities then the possibility of criminal proceedings should be considered.<BR/><BR/>Our Legislators must to understand that they need to be respected/regarded as people who maintain the highest possible standards of behaviour.
