However having a limit of say £2000 on election spending, per candidate would'nt stop anyone from putting themselves forward, and might force candidates to actually engage with voters.<BR/><BR/>As far as representative democracy is concerned we can only vote on the candidates who are standing, the selection of most of those is done by a committee at local level, which is hardly representative or democratic, since their loyalty is to whichever party they are in. Independants can't usually compete against party funding unless, as you say, they have daddy's estate behind them.<BR/><BR/>In a representative democracy the elected members are supposed to act in the people's interest.
