The one thing I have learnt over the years is that the political classes start out with the best of intentions but the age old vices of money, sex and the abuse of power always manage to get in the way.
Is is worse for the Moron for Ken lose and have Ken blame the loss on the Moron, or for Ken to win and thereby confirm the the local council losses are directly attributable to the Moron. The Moron must be as scared of election results as the yob still clinging to power in Zim.

PR stunt. They do it about twice a year on various competitions where they are likely to get press (or blog!) coverage.
If they pay out and get it wrong they get even more mentions in the press.
