Why Do Brownies Like American Losers?

The rumour in PR Week that Stephen Carter wants Mark Penn to come over and advise Brown dumbfounds Guido. Penn, a pollster, was supposedly fired in disgrace from the Clinton campaign after he was found to be taking money to lobby against Hillary's own policies. (It is all a bit of a sham, she doesn't really believe in the policy, he isn't really fired). He hasn't exactly proved to be the wisest of counsels to Clinton has he? Clearly he will be perfect for Brown.

Gordon has fallen out with Bob Shrum, the unrivalled adviser to 8 losing Democratic Party presidential campaigns. Shrum was last seen at Heathrow, fleeing the country after a bollocking from an ungrateful Brown.

Still, the payments he picked up via the Smith Institute during his time as an adviser to Brown will cushion his hurt...

Consultants of any stripe aren't in the game to save organisations, they're doing it to make money. And if you can spread the goodies around a few mates, then they'll do the same for you in due course.

And the organisation?
Who gives a shit - so long as they pay the fees.

This one is off topic Guido but it concerns Gordo's slimy actions:

Yet another stealth tax. This time it is the 100,000 people who are to have their fuel bills subsidised, the subsisdy coming from fuel prices for the rest of us that are now higher than they otherwise should be.

Since this 'subsidy' is means-tested so it is yet another deepening of the poverty trap. Why even think of working when the loss of subsidies far outweighs any likely earnings?

An honest way of considering so-called fuel poverty (why not food-poverty as well?) would be to have an explicit debate - but no, Gordo prefers an 'off-government-expenditure' way.

Nulabour's spin doctors think this latest move is a real coup - what a collection of *****.

i think it is a bloody good idea to get a yanky pro in to help. they need everyone they can to save the sinking ship and just cos he wasn't great for hilarian it doesn't mean he won't come up with at least one decent idea for broony, and even one idea for this lot is worth whatever they pay.

Guido get a copy of 'Squandered-How Gordon Brown is wasting over one trillion pounds of our money' by David Craig.

In it he tells us that Brown has squandered over £70bn from public services for consultancy parasites!

For what gain?

In 10 years Labour has spent 1 trillion (£1.000.000.000.000) more than would have been the case, inflation adjusted, if government spending had been held at 1997-1998 levels! (about £50K for every household!) However, Education has received £185bn more, Health £269bn more,and welfare -social security benefits £343bn more!!

What do we have to show for it?

This man Brown is destined to be known as the WORST Chancellor/Prime Minister in the history of this once Great Country of ours.

Cameron had better make it clear to the unabashed Leader there that it was time for him to "move on" if Cameron is not to loose significant support in the May elections.

Notes:

i) The parents made it perfectly clear that they intended to move AFTER the qualifying date for school entry, as any parent is fully entitled to do.

ii) The surveillance started AFTER the qualification date and was therefore irrelevant. Why was it done at all?

iii) RIPA is to enable surveillance in potentially criminal matters. Note very carefully - the making of an untrue statement to get a school place may be morally reprehensible but it is not and cannot be criminal fraud.

Hmmm... Fraud law was updated in 2005-6 since, amongst other issues, goods or money had to be obtained rather than services. Education is clearly a service, but look what it says regarding services:-

11 Obtaining services dishonestly

(1) A person is guilty of an offence under this section if he obtains services for

himself or another—

(a) by a dishonest act, and

That is, the services so stolen must be normally charged for, and they mustn't have made the payment. Now, either education is free in which case it can't be fraudulently obtained or it's paid via taxation in which case they've paid in full.

It appears that by investigating "fraudulent" school applications, they weren't actually investigating an offence at all.

As I pointed out though, it's not a criminal matter as fraud only applies to services which charge a fee. So I would expect the council to be truly in the shit..


How much shit is the Council in? Depends. If the elected councillors didn't know what the department employees were up to, then so long as they shout loudly and institute disciplinary action, it shouldn't affect the Tory results in the elections. The employees would then face the music for misapplying RIPA. Speculatively, they could face individual charges of harassment, if there was no authority for the surveillance, and that's serious since they stalked a child who was named as under surveillance - which is also bloody creepy. If Martin attempted to bully people in to 'confessions' by scamming them that they faced criminal charges, he could possibly have some disciplinary or maybe even threatening behaviour charges brought against him.

The really important thing to notice is that Martin used phrases such as 'could amount to fraud', indicating he always knew the use of RIPA was dodgy and that it might very well NOT be fraud because it was simply not criminal. It was a cynical misuse of power and the only question is whether the local pols were in on it or whether council employees have far too much unexamined power and can't be called to account by the elected officers.
