Unfunded Tax Cuts v Unfunded Spending Commitments
Yvette Cooper is spinning to all and sundry that the Tories have made £10 billion in unfunded tax reduction promises without "balancing" tax increases. She is briefing that reducing corporation tax to 27% will reduce taxes by £1.75 billion, £3.2 billion will stay in people's pockets after the introduction of a transferable tax allowance, £3 billion will not be taxed from those getting working tax credit, £2 billion from the abolition of IHT for all but millionaires and £400 million lost to the Treasury and kept by first-time buyers after raising the stamp duty threshold.
Never mind that reducing corporation tax to 27% will still leave the rate 15% above high growth Ireland's rate and that the extra billions in people's pockets will be spent in the economy productively and have positive dynamic effects. Osborne has not balanced his budget plans is her central charge.

These are the figures from the ONS, in 2003 Gordon made unfunded spending commitments of £36 billion, in 2004 £41 billion, in 2005 £38 billion, in 2006 £34 billion. This was during a time of strong economic performance when Gordon should have been paying down the national debt with budget surpluses. His prolific spending meant that he failed to balance the budget.Last year he smashed the golden rule with £110 billion to be added to the PSBR after the nationalisation of Northern Rock plus the usual annual unfunded overspend of some £40 billion. To which we can add the off balance sheet fiddles like £725 billion of public sector pensions unfunded, not forgetting the £110 billion in payments due to companies in the next three decades under PFI and £18 billion of debt held by Network Rail and the figure is nearer £1.4 trillion, which is well over 100% of GDP. So the amount of unfunded spending commitments has now reached £1.4 trillion. Yvette Cooper is accusing George Osborne of proposing unfunded tax reductions which are small change in comparison.

One important thing to remember in all this is the Conservative commitment to abandon ID cards. The government claims these will cost £5billion, but there are good, sound and accountable reasons to believe that the true figure is more than £15billion. Thus there is at least £10billion available in the Conservative expenditure plans, either for new expenditure or for tax reduction, which the government chooses, dishonestly, to ignore.
I think we can safely ignore Cooper's desperate blatherings. They are based on the usual Labour maxim: guff in = guff out.

If you make tax cuts of £10bn, ie cut PAYE Tax to lets say 17p in the pound. Thats 10 bn in Yr one 20bn by year two, and in the life time of a parliament it will cost 50bn.

Home Office and Treasury now owned offshore
Billions of pounds of private finance initiative projects approved by Gordon Brown, including the refurbished Treasury headquarters in Whitehall and the new Home Office, have been moved offshore by their City owners to avoid paying tax on their profits.
More than 50 PFI schemes have now been included in portfolios held in Channel Islands tax havens by three major PFI investment companies, HSBC Infrastructure, 3i Infrastructure and Babcock and Brown Public Partnerships.
Once the buildings have been completed, up to 90% of the ownership of the UK-registered company running the PFI is transferred to the companies which are based in the tax havens. This means that the income and profits from running the PFIs will be free of UK tax for up to 40 years, depending on the duration of the PFI.
The revelation brings more unwelcome attention to the controversial PFI system, which was dealt a severe blow last month when Metronet, the consortium that won a contract to refurbish two-thirds of the tube network in London, went bust at a cost of £2bn to the taxpayer. The development is an embarrassment for Brown, who based his drive to rebuild Britain's infrastructure on the system, which is designed to transfer risk for the projects to the private sector.
Prem Sikka, professor of accounting at Essex University, said yesterday that the latest revelations should be the subject of an inquiry at Westminster.
"The disclosures of the way these contracts are being handled ought to be investigated by the Commons Treasury committee. The government should put clauses into PFI contracts preventing them being transferred offshore for a set period.
"The only reason to move to the Channel Islands is to avoid taxes or to take advantage of less transparent auditing. The taxpayer is losing out. They are having to pay rent for these projects, but the tax base is declining."
This new, more sophisticated way of avoiding tax comes after a row over the transfer of the Inland Revenue's estate to Bermuda five years ago which led to the Treasury banning departments signing deals with companies using tax havens.

The Budget response should be Osborne's very last chance to show he has big enough balls for the job. The impression given to the public so far is that Cameron has carefully put together a strong, experienced, politically astute frontbench team, and then completely buggered it up by mistaking a sixth former on work experience for one of his MPs and making him Shadow Chancellor.
Osborne can't help the fact that he looks about eighteen and has a squeaky voice, but he needs to work doubly hard to counter that negative first impression. He hasn't impressed me yet, and I'm as loyal a Tory as you are likely to meet. Several people have commented that they wished Vince Cable would defect to the Conservatives, and that says it all really.

As opposed to 38bn a year increase in debt, which is 76bn after two years and 380bn after ten years. On top of the 600bn of debt already run up by this government. So now you can see why the government produced what "Evanomics" Davies described as a "New Doomsday book" which listed all the governments assets, including public libraries and museums. Basically the government can't run up any more debt on the basis it can pay it back using tax income, so it is going to have to start providing collateral in the form of fixed assets - like the Natural History Museum. When UK PLC goes into a recession later this year we won't even be able to make the £35bn in interest we are currently wasting on this debt and the bailiffs will be around from the House of Saud to re-claim the Natural History Museum. Perhaps they will take it down brick by brick and re-build it in a shopping complex in Dubai as a nice place to sell gold watches. They've got plenty of gold since the UK treasury sold it to them on the cheap...
Oh, by the way, £38bn in government bonds equates to and equivalent increase in money supply, and a £38bn increase in money supply will give you a 2.7% increase in GDP "growth" when measured in cash terms. So now you know how a Labour government can create "growth" whilst having a trade deficit which is in the red to record levels. Shame all that extra money supply is now been squeezed out of property and is ending up in food and fuel. 30% of voters still think you know what you are doing Gordon. Well just wait to 2010 - you'll be lucky if your own MPs will still be voting Labour.
