In the early days of the Cameron regime change, the Tory party's recidivist right charged Dave with being policy-lite, all mood music and photo-opportunity. Privately the Cameroons explicitly agreed that they were about "changing the aroma". Many of the recidivist activists, (hold-outs for Hague, Davis or Fox) charged that Cameron was Blair-lite and without substantial policies. On ConservativeHome the impatience this time last year was still manifestly clear. Guido argued at the time that the policy detail was irrelevant, what mattered was character, because Gordon Brown is a deeply flawed personality. Those flaws inform his tactics and political outlook. To defeat Gordon Brown his opponents should focus on him personally, something that Steve Hilton and CCHQ (prior to the arrival of Andy Coulson) were reluctant to do. Now, with the election put off for two years, 2008 should be about irreversibly breaking Brown's reputation once and for all.
However much Brown smiles manically in front of the cameras, the public believe he is a grumpy, defensive, brooding control freak - because after ten years we know the truth. You can't fool all of the people for such a long time. Recognition of his mincing, finger-chewing, snot-eating, greasy haired, foul tempered nature and weird dark ways has broken out of the confines of the Westminster Village and is seeping into a wider popular consciousness. His personal standing is polling at the lowest ever, lower than Blair ever reached.
Brown still clings to his supposed economic competence, although polls post Northern Rock's collapse show that he has, after 15 years, lost Labour's advantage over the Tories on this issue. As the economy slows the imbalances in the economy will become clear to see. Vince Cable and George Osborne need to ensure that the man responsible for those imbalances takes the blame. In good times a prudent finance minister pays down the national debt. Ken Clarke left Gordon Brown an economy in fine fettle, so much so that when Treasury mandarins breathlessly briefed the incoming Gordon Brown on the admirable state of the government's finances in 1997 the charmless Chancellor retorted, "What do we want me to do, write them a f***ing thank you letter?"
Gordon didn't strengthen the economy, he just taxed it and spent like a sailor in port. Taxed it to pay for an increase of 500,000 bureaucrats on the government payroll and an unreformed welfare system which now has millions more solely dependent on the state. A New Deal that failed to cut youth unemployment, a Sure Start system which has done nothing for social mobility and actually weakened families. Brown recklessly mortgaged our children's future taxes to front load a capital spending programme (off the PSBR books) using an Enron-style PFI debt model that will be being paid down for decades. A strong growing economy can carry these policy mistakes, once the public finances weaken they become a heavy burden. Every bankruptcy and every home repossessed this year will be laid at his door. Every over-taxed young couple struggling to save for their first home, every retiree who has seen their pension plundered, every small businessman burdened by red tape should have their anger directed to the ultimate author of their woes, Gordon Brown.

Clearly Brown has some personality issues and a reputation staked on the economy is foolish because every economy goes through dips. Brown has overspent to the hilt and should be held responsible.
Nevertheless I disagree that 500k employed are all bureaucrats. Who who says bureaucrats cannot fill an essential need? The New Deal hasn't impressed but the reports I hear about Sure Start are positive and these are from people who use its services regularly.
I get the impression you are mouthing off rather than putting forth a genuine critique.

Brown said today that the UK would weather the coming economic storm because our economy is "built on firm foundations".
That is an outrageous lie and in fact is the complete opposite of the truth.
The UK economy is drowning in public and private debt, has a huge current account deficit and record trade deficit. The economy has depended largely on cheap, easily available credit to buy imported consumer goods. Now that most of the credit has dried up the economy is heading for the rocks.
Stagflation is coming for 2008: price inflation (but not in wages) combined with a radidly slowing economy. A massive house price crash, sterling crisis, repos, bankruptcies, unemployment etc will be the order of the day.
Brown has badly mismanaged the economy and we are going to have a much harder landing than almost everyone else with the possible exception of Ireland who are even more indebted than Britain.
As sure as eggs is eggs, Brown will be publicly and decisively outed as a closet gay by a well known public figure this year.

Can one of you economic geniuses explain this to me? If there's no wage inflation, where & in what areas does the inflation occur? If there's no more money in people's pockets putting up prices just reduces demand. Presumably essentials & unavoidables can continue to go up but that just means less money available for discretionary purchases.
Sounds to me like a wonderful time for someone with a lot of cash available?

Cash will buy less goods because the price of imports will go up because of the collapsing pound. One pound will buy less goods priced inEuros for example, than it would a while ago - 1.54 ---> 1.34 or whatever its is. But we are now in a worldwide situation where all currencies are slowly collapsing to one degree or another, with the pound at the head of the queue, followed by the dollar, and at the other end of the scale the CAD and CHF IMO being the strongest - the CAD because of their commodities wealth, the CHF because they are sly crafty Swiss. Wages will be kept below Cyclops' totally bogus CPI/Inflation figues - see Plod now, for example - in reality money supply is inflation, and we are icreasing money supply by about 14% a year, or debasing the currency by 14%.

If you had invested in gold you would be 31% up, or about 10-15% in real terms. In 2008 yes cash will be king, get out of debt if at all possible, and invest that cash in gold followed by silver. When silver plays catch up it will probably zoom past gold, as it has lagged for some time now and the historical 15-1 ration is now like 55-1. When the hard times hit, which they will, cash will of course also be able to pick up 2nd hand goods such as TVs, Ccars and yes houses at substantial discounts. I'm sure others can fill in more details, I'm still trying to get to grips with stagflation and planned hyperinflation myself!

Most of the inflation will be *imported* ie the weakening pound means foreign made imported goods on which we have become dependent, foodstuffs, oil, etc will cost far more (Npower's gas and electric rises is just the start). As we import far more than we export that's bad news for Britain and means lower living standards ahead.
It was inevitable that the pound would eventually get clobbered against many other currencies. The British government and a huge chunk of the population have been living way beyond their means, on borrowed money, for several years. It's now time to pay the piper and will be painful for many.
Any chance that those of you praising / denigrating SureStart could post a link to some research on the subject?

3.11 GDP per capita is a highly misleading figure, particularly when it comes to debt-ridden, spending-obsessed Britain. This is because GDP includes money spent on consumer goods etc so the more we borrow and spend the more GDP increases and in the UK retail spending accounts for over half of GDP whereas in productive economies like Germany it is only a fraction of that.
Britain is the world leader in borrowing and spending on imported goods. Jesus, we are heading for one hell of a fall this year and in the years thereafter!!

Brown kept banging on about inflation being at 2%, and kept comparing it favourably with the US inflation figures. Do any of you budding economists know how the US inflation figures are calculated? I doubt if they are as 'bent' as our supposed 2% inflation calculation, which is probably really 5-6% without the increase in energy/fuel prices. Would be interested to know what a fair comparison would show.
Similarly, Brown was claiming his gold sale was a good move because the Euro, which he is presumably claiming he bought with the pittance he got from the sale, (after pre-announcing what he was going to do), has gone up in value. What is the comparison here between the price rise in gold, ie what he got for it, and toady's price compared with what he paid for his Euros and what he can sell them for today?
Marr was his usual sycophantic self. He thought up a couple of slightly aggressive questions (or perhaps somebody thought them up for him) and then let Brown ramble on and on,spouting lie after lie. Not once did he aggressively challenge Brown's responses, and one two occasions just said 'Oh!'.

If he came out and said thet he believes in treating the British public as adults who should be told the true rate of inflation, and promised to publish just that, the true rate of inflation, when he is in power then if labour ever manage to get in power again, they would have great difficulty in corrupting the figures again.

After a lifetime in private industry including 15 years working for myself, I've joined the NHS for my last few working years to try to get a tiny pension after my private ones were robbed by Brown.
I suppose that makes me a bureaucrat as I don't actually cure anybody.
I wouldn't class myself as essential by any means, but my job is to save the NHS money by trying to make them work more efficiently, and introduce more effective working practices which in turn will hopefully lead to fewer bureaucrats being needed in the future.
It's an uphill battle, but I've already saved the cost of my salary several times over, and there are others in the NHS doing similar jobs.
The main problem is that every time there is a new government initiative, instead of running it in with their existing jobs, the bureaucrats just recruit a new team for implementing it. Every initiative is an opportunity for empire building. The sooner the lot is privatised the better!
Another "little" thing to add. A few years ago there was rough equality between public sector and private sector employees in final salary pension schemes (about 5 million in each category). Today there are only 1 million in the private sector. How many in the public sector? Still about 5million.

As for there being no recession, you are wrong there, but that will be the least of our problems. Stagflation followed by deflation is the fate in store for the UK from policies and actions pursued during Brown's appalling, profligate, and dishonest stewardship of the economy.

Home counties tax hike needed to fund Olympics

NEW council tax rises may be needed to fund the 2012 Olympics and its aftermath, it has emerged.
A leaked report and parliamentary answers suggest that not only will households in London be affected, but also taxpayers in the surrounding counties, including Essex and Hertfordshire.
Ken Livingstone, the London mayor, has promised that the financial burden of the Olympics will be limited to a maximum of £20 a year per household in London.
However, the documents reveal that ministers could take advantage of obscure powers to help to fund the Games and any extra debts they run up, potentially for decades to come.
Local taxpayers in Montreal took 30 years to pay off the debts that the Canadian city ran up from the 1976 Games. There were also cost overruns for the Athens and Sydney Olympics.
The Tories warn that an obscure regional quango could be used to bear some of the long-term liabilities from the Games. The Lee Valley Regional Park Authority (LVRPA) already owns some of the Olympic park land and, as it is funded from the council tax base of Essex, Hertfordshire and London boroughs through an annual levy, there could be knock-on effects for taxpayers, they claim.
A private and confidential report from Deloitte, the auditor, on the possible implications of the Olympic “legacy” for the LVRPA says “substantial increases would probably be needed in capacity and the necessary resources to fund it”.
Answers to parliamentary questions reveal that ministers have instructed officials to begin talks with the LVRPA, including about “liabilities arising from London 2012”.
London boroughs have already expressed concern that managing the Olympic venues after the Games could have an effect on council finances.
Eric Pickles, shadow local government minister, said: “I fear that the Trojan horse of the Lee Valley authority could be used as cover for yet another stealth rise in council tax by Labour.”
The Department for Culture, Media and Sport said: “There is no way in which any 2012-related cost overruns could be the responsibility of the park authority. We have a robust budget for 2012 that will guard against cost overruns.”

Local taxpayers across London, Essex and Hertfordshire could face higher council tax bills to pay for the Olympics, Conservatives warned today. Alarm was sounded at the revelation that the Government is to use an obscure regional quango to bear the long-term liabilities from the Olympics – a quango which has powers to raise council tax. It could be used to sidestep Labour’s pledge not to further increase council tax to pay for the Olympics.
· Taxpayer facing ongoing bill for Olympics ‘legacy’: Any cost over-runs for the 2012 Games itself will be ‘shared’ between the National Lottery and local taxpayers. Given the substantial cost over-runs in Athens and Sydney, this could leave Londoners facing a debt mountain. Local taxpayers in Montreal took thirty years to pay off debts that the city ran up from the 1976 Olympics. Yet irrespective of any cost over-runs from the 2012 Games, there is still massive uncertainty whether the new sporting facilities (e.g. stadiums) will be able to break even after the Olympics. If not, ongoing subsidies (“revenue funding”) will be required from local taxpayers to keep them open.
· Tax-raising quango to be given Olympics liabilities: The Lee Valley Regional Park Authority, founded in 1966, currently looks after green spaces, parks and sports centres, and is able to add a charge on council tax bills across London, Essex and Hertfordshire. Answers to new Parliamentary Questions have revealed that the Government is planning to give the quango the land – and the liabilities – from the 2012 Olympics.
· Council tax rises by stealth: Ministers and Ken Livingstone have pledged not to increase the Greater London Authority Olympic ‘precept’ above the current £20/year. Yet the Lee Valley Authority (which technically does not levy a ‘precept’) could be used to hike council tax bills by stealth. Taxpayers potentially face paying a third of the cost of any Olympics cost over-runs, with Essex & Hertfordshire taxpayers being roped in as well. London boroughs have sounded the alarm about the Lee Valley’s tax powers.
Eric Pickles MP, Conservative Shadow Secretary of State for Communities & Local Government, said:
“I fear that the Trojan Horse of the Lee Valley authority could be used as cover for yet another stealth rise in council tax by Labour. Taxpayers across Essex and Hertfordshire will be alarmed that they could now end up footing an open-ended bill for the aftermath of the Olympics.”
Bob Neill MP, Conservative Shadow Minister for London, said:
“The Olympics are a great opportunity to showcase the best that London and Britain have to offer. But amid all the Olympic excitement, we have a duty to ensure that taxpayers are not being forced to write a blank cheque.
“Given the Labour Government’s record on the Millennium Dome, and that the Olympics budget has already trebled, we have every right to be sceptical about the Government’s plans for the Lee Valley authority. True to Labour and Ken Livingstone’s past form on council tax, this could easily be used to sidestep their pledge not to increase the GLA tax levy.”

Although the maximum levy that the Lee Valley Regional Park Authority can charge on council tax bills is capped (and it currently charges two-thirds of the maximum), this can be amended by the Government through secondary legislation - by merely amending the Levying Bodies (General) Regulations 1992.

Ken Livingstone has promised that “the maximum council tax precept would cost the average London household £20 a year or thirty eight pence a week, from the financial year 2006-7… This means the £550 million can be raised within 10 years and the further £75 million within another two years if required” (GLA press release, 15 May 2003, appendix). Yet there is no guarantee in the legislation that the money raised from higher council tax bills to pay for the Olympics will stop after the Olympics is over; there is no safeguard against cost over-runs.

That’s something Montrealers - in fact all Quebecers - know all too well. The province’s smokers have been paying the ‘mortgage’ for the Olympic stadium, village and velodrome since 1976. More than 17 cents of every dollar spent on tobacco products last year were earmarked to pay the debt. The province kicks in another $22 million a year to operate those facilities that haven’t been sold. By the time the last payment is made in 2006, more than $2 billion will have been spent on Montreal’s Olympic debt. The total includes $1.4 billion in interest paid as of 2003.”
