Derek Conway Should Repay the £40,000

Tory MP Derek Conway has got caught out and he is being given a slap on the wrist and told not to do it again. He paid some £40,000 over four years to his son to finance his way through university out of your taxes. There is not a scrap of evidence, apart from Conway's say-so, that his son did any work in return. Nobody outside the Conway family is willing to back up the claim that the son did any work.

The Select Committee on Standards and Privileges is recommending Conway pay back some £13,000 that it reckons was over-paid. Reading between the lines they suspect, but have been unable to prove, that no work was done whatsoever. Can you think of another profession where if £40,000 was paid to a family member for nothing in return the police would not be called in?

UPDATE :
Duncan Borrowman, LibDem candidate for Conway's seat has written to the police demanding an investigation.

I'm reliably informed of another laughable MP expenses dodge.
Try reconciling the expenses paid to MPs to drive to their consituencies for the weekend with their receipts for meals and other sundries.
Apparently a lot of MPs (mostly of the northern labour type) have identical twins. One part of the MP duo is up north and claiming his/her milage to get there, the other twin is claiming expenses in London at the same time.
Apparently one female northern MP claimed milage when she was on a fact finding mission (i.e. the beach) in Kenya. Again it must have been her twin sister

This should be dealt with as follows:

1. Clear guidance set out as to what MPs may or may not claim

2. Supporting evidence to be of the same standard as the average taxpayer - fully receipted meals and log books supporting mileage

3. Independent audits of said expenses on a rotational basis with the aim of covering all 630 odd MPs in the course of a parliament.

4 People working for MPs for which they wish to claim an allowance should have the positions advertised and interviewed in the same way as other Civil Service Jobs (Guardian for Labour, Telegraph for Tories and Indy for Lib Dems). As per normal jobs hiring close relatives or anyone patently not qualified for said work wil lgive rise to the assumption that expenses aren't claimable

Anyone found fiddling the system personally liable for additional tax with penalties as for the normal taxpayer or in the case of employee nepotism appearance before an Employment Tribunal

I'd even contribute public money to help the MPs comply so they have no excuses

I am totally sick of these jokers taking the piss

Trouble is, Cameron can't sack him. MPs are not the employees of a particular party, they are answerable to the electorate of their consituency, who only get the chance every four years or so to kick them out.

What Cameron can, and I think should, do is withdraw the Conservative whip from him.

Most MPs are taking home in the region of 150-200K in income. Look at the expenses claimed and publised. You'll see the same number over and over against MPs - the maximum allowance in certain categories.

The Evening Standard report last Friday, contains an extraordinary threat:

The whistleblower who exposed a key part of the City Hall scandal is to sue Ken Livingstone for libel, the Evening Standard can reveal.

The move comes after the Mayor claimed on BBC radio that Brenda Stern was sacked for bullying her staff.

Ms Stern, a former London Development Agency manager, was forced from her £70,000-a-year job after she complained about serious irregularities in a project run by a friend of the Mayor's equality adviser Lee Jasper.

A complaint of bullying was made against her but in a letter seen by the Standard, LDA chief executive Manny Lewis says the allegation was investigated and was "not founded"

Hopefully Brenda Stern will be awarded a large amount of money and, a public apology from Ken Livingstone personally.

However, more importantly, the article goes on to say:

The Mayor's office hit back, threatening that if Ms Stern sued, the GLA would investigate "other matters" apart from her stint at the LDA, including her past life and previous employment.
Firstly , if there was anything dubious in her previous employment (she is a lawyer who was seconded to the the London Development Agency), it shows GLA incompetence for not checking before employing her in the first place, which seems highly unlikely.

Therefore any such "investigation" must be an attempt to dig up information for a political smear campaign against a whistleblower, thereby abusing the staff and resources paid for by the London taxpayer.

These are the tactics of extremist cults, like the Scientologists or the Moonies etc. and is not how the public employees at City Hall should act, or appear to be acting.

This threat violates even the GLA's own Code of Ethics for Staff (.pdf)

2.3. Proper advice and support
(b) To uphold the political impartiality of the Authority's staff, not to use public
resources for political purposes and not to act in any way which would conflict
with this Code;

The individual(s) who uttered this threat should be named and shamed, and investigated by the Standards Board for England, for bringing the Office of the Mayor of London into disrepute.

If the GLA is somehow manipulated by Livingstone and his cronies into trying to fund, or allow GLA human or technical resources to be abused in such n ""investigation", this would be a violation by a public authority of the European Convention on Human Rights Article 8, the right to privacy, and therefore against the UK Human Rights Act, and therefore against the GLA's own internal Codes of Conduct and Ethics.

If the individual members of Livingstone's inner circle carry out their threat, they should be investigated by the Police and charged with a criminal offence under the Protection from Harassment Act 1997 and / or with Malfeasance in Office.

Even if you are a Labour voter, it must be clear that the current Mayor of London and his clique of cronies must not be allowed back into power this coming May.

Given that the standards committee said "we are astonished that there appears to be no evidence, independent or otherwise, of any aspect of FC's work for his father." and then Conway paid him a bonus for work for which there was no evidence. Could someone explain to me why Conway should be treated any more leniently than any other suspected thief. The fact that he still has the Tory whip is a complete disgrace - even Hain cleared out quicker than this when there was an official pronouncement.

It is not unheard of for MP's to employ their wives, children, mistresses or catamites as secretaries or research assistants. Indeed, if they actually perform the tasks for which they are paid then I cannot see any harm in this. However if Mr Conway has been dipping grubby little fingers into the public purse simply to pay for Conway Jnr's university education then the bastard should be booted forthwith.

Pols are always whining about their poor public image and how it's the bloggers and the MSM that are creating it. If he is guilty, Cameron should point out the elephant in the room and make an example of this guy. The buggers feel so secure at the moment that education through pain is the only way they will learn right from wrong.

Conway should be told there's no place for his sort of shennanigans anymore and Cameron should "withdraw the Conservative Whip" and Bexley and Sidcup Association should move to have him de-selected and left in no doubt that by allowing him to continue to represent them in Parliament gives the impression that they are condoning Conway's actions

The MPs said this arrangement was "at the least an improper use of parliamentary allowances" and "at worst, a serious diversion of public funds".

(Would that be from May to 24 August 2007 ie 4 months?)

The Tuscan proposal of having individual MPs include their required gross remuneration within their election campaign docs would solve all this once and for all. The constituency would pay for the person directly. If they needed more, a bring and buy sale would be the answer. Can't fault a transparent process.

It applies to all the parties. Once they get their snouts in the trough they're away, no stopping them. When someone does eventually rumble them their attitude is one of astonished injured innocence. Hain, for instance, was "amazed" at any suggestion he could be guilty of any wrongdoing. Amazed.

Majority of MP's are at it ie putting family and friends on payroll.

Each MP should be required to publish, for scrutiny to public, their staff list noting any relationship with an employee.

Westminster is haven for fiddlers. Its the way we have structured their financial package.

Why haven't the police hauled in Freddie Conway for questioning yet? Where I come from taking money without providing anything in return is called theft. I suspect he doesn't have any parlimentary protection like his father - and there does seem to be pretty strong case for him to answer.
