It could be an old New Labour technique of trying to make you enemy look extreme - in this case come out with popular policy for SE middle classes, so Brown can rubbish it, and then Byers makes Brown look too left-wing.
All this is Tony preparing the ground for his bolt to the USA and shoring up his capitalist credentials, as if they actually matter to corporate America.

We're always being told Gordo is on 'paternal leave', but excuse me, this isn't a council back office where someone just 'fills in' for a few months, it's one of the most senior supposedly pro-active posts in Government. Who has replaced Gordo in his er, unavoidable long-term absence? Well then, If he and his job are both that optional ('job may require some turning up at office and travel in Africa, would suit ageing Trappist with facial expression of dour integrity. Long paid holidays guaranteed.') then maybe we can save it, and - as another poster has suggested - give most of the department to the Bank of England, where 'turning up and actually working is generally required, but occasional daytime carpet-based recreation is provided'.
Probably reduce the scale of equity withdrawal so people don't die with little equity in the house...........don't forget there is Capital Gains Tax plus IHT on financial assets
It's classic Blair -- floating stuff deliberately to annoy Brown. It was for the same reason that he brought Milburn back into the cabinet briefly, just before the last election. See Rawnsley's "Servants of the People" and the bit where Brown is in the back of a cab shouting "he's stolen my fucking budget!"
Wouldn't suprise me if this was the second prong in a two-pronged summer attack on Brown. The first being leaving John Reid to take over the media as Blair flew out to Barbados just before a major anti-terrror op took place.

Simple, this is a pre-cursor for what will happen when Blair isn't there to nanny them all (and us). He's only been away a couple of weeks and it's starting already. Cherie isn't there to answer to either. While the cat is away the mice will play.

It will be a 3 person leadership contest - Brown, one from the left (who will go after the clause 4/ galloway / red ken / Islamic facsist vote) and one from the right (who will go for the 'my house has trebled in value, I don't want Brown to stuff it all up for my retiremnt to Spain vote).
The mainstream lobotomised trade union core membership vote red because they aren't tories types will vote Brown.
The only reason for this is so that the Labour fat cats can hold on to their ill-gotten gains.
Redken and his stalinist sidekicks Redmond (bigger head, he goes for the whole world) O'Neill and John Ross have their disciplined cadres who have infiltrated the nulab labour party (again, poor old kinnock, he really managed to do nothing at all except lose elections) all instructed to vote Brown. They've long buried the pfi hatchet with Gordon and understood that profits can go to any sets of waiting hands. How else can they get the dosh from the greater London property carve- up in the east (London that is , not where they learned their revolting political practices from) and the Olympics except under Brown ? And if you aren't signed up as a Labour Party member 6 months before the house falls in, you don't get to vote; the SA is ready and all signed up; are you normal labour voters getting back in there in time to provide your share of a third of the labour leadership electorate?
